Weather Underground Forecast for Monday, May 20, 2013.

Heavy rains and severe thunderstorm activity will continue for areas of the Plains into the Midwest on Monday as a broad, nearly stationary low sits over the Northern Plains. As the system lingers, ample moisture and energy will stream northward from the Gulf of Mexico, while an associated cold front extends from the low into Iowa and back across the Central and Southern Plains. The sharpening cold front combined with a dry line in the Southern Plains and the moisture laden conditions of the region will allow for multiple clusters of thunderstorms to develop across the Plains and into the Mid-Mississippi Valley. Portions of Oklahoma, southeastern Kansas, extreme, northwestern Arkansas, an southwestern Missouri are at moderate risk of severe thunderstorm activity as environmental conditions remain favorable for strong tornadoes, damaging wind gusts, and very large hail. Areas surrounding this moderate risk region from the parts of the southwestern Texas into the Upper Great Lakes are at slight risk of severe thunderstorm development with hail and isolated tornadoes.

Meanwhile, areas of heavy rain and widely scattered showers will persist near the low and it's associated warm front in portions of the north-central U.S. Continued precipitation in these already saturate areas combined with rapid runoff will continue flood concerns from parts of North Dakota into northwestern Wisconsin.

Elsewhere, scattered showers and thunderstorms are expected in the Mid-Atlantic and southeastern corner of the nation as a weak upper trough of low pressure drops southward over the region. Locally heavy rain amounts of up to 2 inches may result in areas of minor flooding, especially in poor drainage areas. To the north, additional showers will be possible in the Northeast.

A line of showers and thunderstorms will move southeast at 20 mph across southwest Virginia and northeast Tennessee. The strongest storms will move across Russell and Washington counties of Virginia with rainfall amounts up to 2 inches possible. Ponding of low lying areas..street flooding and small stream flooding are possible. Besides the rain...areas of fog will continue to develop across southwest Virginia and northeast Tennessee..some locally dense. The locally dense fog will reduce visibilities to one- quarter mile or less. When traveling this morning...drive with caution and give yourself extra time to reach your destination.

The National Weather Service in Morristown has issued an

* Urban and Small Stream Flood Advisory for...
city of Bristol in southwest Virginia...
this includes the city of Bristol VA...
Russell County in southwest Virginia...
this includes the city of Lebanon...
Washington County in southwest Virginia...
this includes the city of Abingdon...

* until 945 am EDT

* at 748 am EDT a line of strong thunderstorms with heavy rain will
move southeast at 15 mph across Russell and Washington counties of
Virginia. Due to the recent rains and saturated ground... any
additional heavy rains will likely produce ponding of low lying
areas..roadway flooding and rapid stream rise.

Precautionary/preparedness actions...

Excessive runoff from heavy rainfall will cause elevated levels on
small creeks and streams... and ponding of water on country roads and
farmland along the banks of creeks and streams.

Do not drive your vehicle into areas where the water covers the
roadway. The water depth may be too great to allow your car to cross
safely. Move to higher ground.

Norton... wise... Washington... Scott and Russell counties until 845 am
EDT...

At 742 am EDT... National Weather Service Doppler radar was tracking
strong thunderstorms along a line extending from Jenkins to Cleveland
to 8 miles northeast of Lebanon... and moving south at 15 mph.

Small hail and wind gusts up to 40 mph are expected with these
storms.

Locations near the path of these storms include... Lebanon... wise...
Abingdon... pound... Rosedale... St. Paul... Castlewood... Hansonville...
Coeburn... Hilander Park... Holston... Lindell... Dungannon...
Collingwood... Benhams... Nickelsville... Emory-Meadow View and Glade
Spring.

In addition to small hail and gusty winds... frequent cloud to ground
lightning is occurring with this storm. Move indoors immediately!
Lightning is one of natures primary killers associated with
thunderstorms. Remember... if you can hear thunder... you are close
enough to be struck by lightning.

Locally heavy rains... in excess of one inch per hour... may occur with
these thunderstorms. Motorists should be alert for ponding of water
on roadways... and possible minor flooding of low lying areas. Do not
drive through waters of unknown depth. Turn around! Don't drown!
