Wet and unsettled weather continued for parts of the East and South on Monday as a cold front dropped southeastward from southern Canada into the Midwest and Northeast. Rain showers and chances of thunderstorm activity accompanied this disturbance in parts of the Great Lakes into the Northeast. South of this disturbance areas of scattered showers and thunderstorms developed from the Mid-Atlantic and Southeast through the Central and Southern Plains. Impulses from from the West enhanced precipitation from parts of southeastern Kansas into northeastern Texas and Arkansas and also created the potential for strong to severe thunderstorms in parts of the Central and Southern High Plains. The Storm Prediction Center issued a slight risk of severe thunderstorm development through from the afternoon through tonight. While the main concerns with these storms are isolated areas of hail and damaging wind gusts, a few isolated tornadoes were also possible.

Out West, an upper level low located off the Pacific Northwest coast kicked up areas of showers in Washington as it neared the coast.

The National Weather Service in Jackson KY has issued a

* Flash Flood Warning for...
east central Leslie County in southeast Kentucky...
eastern Perry County in southeast Kentucky...
southwestern Knott County in southeast Kentucky...
west central Letcher County in southeast Kentucky...

* until 200 am EDT

* at 1055 PM EDT... emergency management reported slow moving
thunderstorms with very heavy rainfall across the warned area.
Rainfall rates in excess of 2 inches per hour with accumulations
of between 2 and two and a half inches have fallen since 8 PM with
another half inch possible through midnight tonight.

* Runoff from this excessive rainfall will cause flash flooding to
occur. Some locations that will experience flooding include...
hazard... Anco... Avawam... Bulan... Cordia... Cornettsville... Daisy...
Daley... Diablock... elic... Emmalena... Fisty... Frew... Jeff...
Ritchie... Sassafras... Smilax... Ulvah... Vicco... Viper and Wooton.

The emergency manager reported that a section of Browns Fork Road...
about 3 miles west of hazard... has been washed away. Also Big Creek
Road is blocked by debris and high water.

Precautionary/preparedness actions...

Do not drive your vehicle into areas where the water covers the
roadway. The water depth may be too great to allow your car to cross
safely.

* Urban and Small Stream Flood Advisory for...
east central Leslie County in southeast Kentucky...
eastern Perry County in southeast Kentucky...
northern Letcher County in southeast Kentucky...
southern Knott County in southeast Kentucky...

* until midnight EDT

* at 855 PM EDT... the public reported thunderstorms with heavy
rainfall across the advisory area. A caller reported over an inch
of rainfall since 830 PM.

* Runoff from this excessive rainfall will cause minor flooding to
occur... especially along small streams and near low water
crossings. Some locations that will experience minor flooding
include... hazard... Hindman... Amburgey... Bath... Bellcraft...
Bluefield... Carr Creek... Cornettsville... Deane and Democrat.

Precautionary/preparedness actions...

Excessive runoff from this storm will cause minor flooding of small
creeks and streams... country roads... as well as farmland along the
banks of creeks and streams.

Be especially cautious at night when it is harder to recognize the
dangers of flooding. If flooding is observed act quickly. Do not
drive through areas where water covers the roadway.
