Heavy rains and chances of severe thunderstorm activity continued for areas of the Plains into the Midwest on Tuesday as a broad, nearly stationary low remained over the Northern Plains. As the system lingered, ample moisture streamed northward from the Gulf of Mexico, while an associated cold front reached from the low southward through Central and Southern Plains. The sharpening cold front combined with a dry line in the Southern Plains and the moisture laden conditions of the Central U.S. set the stage for multiple clusters of thunderstorms to develop across the Plains and into the Mid-Mississippi Valley. Portions of eastern/central Oklahoma, north-central Texas, northwestern Arkansas, southern Missouri, far southeastern Kansas remained at moderate risk of severe thunderstorm activity as environmental conditions remained favorable for strong tornadoes, damaging wind gusts, and very large hail. Areas surrounding this moderate risk region from the parts of the central Texas into the Upper Great Lakes and Upper Mississippi Valley were at slight risk of severe thunderstorm development with hail and isolated tornadoes.

Meanwhile, areas of heavy rain and widely scattered showers persisted near the low and it\\\\'s associated warm front in portions of the north-central U.S. Continued precipitation in this already saturate region combined with rapid runoff maintained flood concerns from parts of North Dakota into northwestern Wisconsin.

Elsewhere, scattered showers and thunderstorms developed in the Mid-Atlantic and southeastern corner of the nation as a weak upper trough of low pressure dropped southward over the region. To the north, additional showers were possible in the Northeast.

The National Weather Service in La Crosse has issued a

* Flood Warning for...
Fillmore County in southeast Minnesota...
Howard County in northeast Iowa...
Mitchell County in north central Iowa...
Mower County in southeast Minnesota...
northern Floyd County in north central Iowa...
southern Olmsted County in southeast Minnesota...

* until 1000 PM CDT

This warning extends the previous warning.

Flooding is ongoing in much of these areas. Creeks and smaller
branches of the root... upper Iowa and Cedar rivers in the region
have all had flooding today. While the water level has receded in
some areas... it remains high for most that impacts roads.

Many secondary roads are still under water or too heavily damaged to
travel on. Highway 9 west of Osage Iowa remains closed due to
surface washout. Some basements were also impacted from high
rainfall rates on Sunday.

Additional showers and thunderstorms are possible this evening.
These are not expected to make matters worse but could delay the
fall of the water levels going into Tuesday.

Precautionary/preparedness actions...

Flood waters are still impacting numerous roads around the region.
Drive carefully... especially after dark. Heed all Road closures
and do not take chances.

Most flood related deaths occur in vehicles. Do not attempt to cross
water covered bridges... dips... or low water crossings. Never try to
cross a flowing stream... even a small one... on foot or in a vehicle.

The Flood Warning continues for
the South Branch root river at Preston.
* Until Tuesday evening... or until the warning is cancelled.
* At 2:30 PM Monday the stage was 938.1 feet.
* Flood stage is 937.0 feet.
* Minor flooding is occurring and minor flooding is forecast.
* Forecast... the river will continue rising to near 938.5 feet by
this evening. The river will fall below flood stage later tonight.
* Impact... at 938.0 feet... some city streets are flooded near the
river and some evacuations are needed.

On may 19th... Rochester international Airport received 2.07 inches
of precipitation. This surpassed the previous record for the day of
1.20 inches in 1959.

... Safety rules for severe thunderstorms...

A Severe Thunderstorm Watch or warning has been issued by the
National Weather Service. The following tips are being provided
while the watch or warning is in effect.

A Severe Thunderstorm Watch means conditions are favorable for the
development of severe weather in and close to the watch area. If you
are in the watch area... monitor weather conditions closely. These
storms can develop rapidly so there may be occasions when advanced
warning is not possible.

A Severe Thunderstorm Warning means a severe thunderstorm has been
observed or indicated by radar. If you are near or in the path of
this storm... take immediate actions to protect life and property.
Follow these safety rules.

In open country... you should seek shelter and avoid trees which can
be targets for lightning. If there is no shelter... go to a ditch or
culvert but beware of rising water or flash flooding.

When indoors... stay away from windows and go to an interior room.

In Mobile homes... you should leave and seek a nearby safe shelter.

If swimming or on a boat... move to shore as quickly as possible and
find shelter.

A thunderstorm is considered severe when it contains one inch or
larger diameter size hail or wind gusts of 58 mph or greater. A
severe thunderstorm may contain a combination of these two elements
as well as very heavy rain and deadly lightning.

Remember... with some severe thunderstorms there is the possibility
of tornadoes.
