After a devastating severe weather day in the Plains on Monday, severe weather began to fire up again across the nation's mid-section on Tuesday.

The nearly stationary low over the Northern Plains showed signs of gradual weakening as it shifted eastward toward the Mississippi River Valley on Tuesday, while the system's associated cold front trailed southwestward from the low across the Mid-Mississippi Valley through the Southern Plains. Favorable energy and conditions ahead of the cold front combined with the moisture laden conditions of the nation's mid-section set the stage for multiple clusters of thunderstorms to develop from the Midwest into the Ozarks and the Southern Plains. Portions of north-central/northeastern Texas, southern Arkansas, northwestern Louisiana and far southeastern Oklahoma remained at moderate risk of severe thunderstorm activity as environmental conditions remained favorable for tornadoes, damaging wind gusts, and very large hail. In particular, substantial severe weather was expected across north-central Texas to the

ArkLaTex region this afternoon and evening. Areas surrounding this moderate risk region from the Southern Plains to the Tennessee/Ohio valleys and the Lower Great Lakes/Northeast remained at slight risk of severe thunderstorm development with hail, damaging wind gusts, and isolated tornadoes. In addition to severe storms, heavy rains created chances of flood and possible isolated areas of flash flooding from parts eastern Oklahoma through northern Arkansas.

Meanwhile, areas of heavy rain and widely scattered showers continued near the low in the Northern Plains and Upper Mississippi Valley and near and to the north of a nearly stationary frontal boundary extending out ahead of the system from the Great Lakes into the inland areas of the Northeast. Continued precipitation in already saturated areas of the Northern Plains and Upper Midwest maintain flood concerns from parts of North Dakota into northern Wisconsin.

The National Weather Service in St Louis has issued a

* Flood Warning for
the Meramec river near Arnold
* from late tonight to Sunday morning.
* At 9:30 am Tuesday the stage was 23.0 feet.
* Flood stage is 24.0 feet.
* Minor flooding is forecast.
* Forecast... the river is forecast to rise above flood stage late tonight
and crest near 27.2 feet Friday morning.
* Impact... at 27.0 feet... Meramec bottom Road between Wells Road and
kerth Road begins flooding near this height.
* Impact... at 26.0 feet... house at the end of kasebaum Lane is
surrounded by water just west of Lemay Ferry Road bridge. Also,
Hawkins Road south of Meramec bottom Road is closed near this
height.
* Impact... at 25.1 feet... St. Louis County closes the following roads
at this height: Butler Hill west of summerhedge place, Meramec
bottom Road between Hageman Road and Highway 21, Hawkins Road south
of Meramec bottom Road, and old Telegraph Road at Earl widman
County park.
* Impact... at 24.7 feet... Hawkins Road south of Meramec bottom Road
begins flooding.
* Impact... at 24.0 feet... corisande hills Road begins flooding at this
height. Meramec bottom Road between Hageman Road and Highway 21
begins flooding.
* Impact... at 23.5 feet... the boat ramps and fishing banks at Arnold
City Park and at the Flamm City access on the West Bank near the
Telegraph Road bridge are flooded.
* Impact... at 23.0 feet... old Telegraph Road at Earl widman County
park and Butler Hill Road west beyond summerhedge place begin
flooding. Heintz Road between Telegraph and erb also floods near
this height.

... Preliminary damage survey results confirm short-lived tornado in
Mount Olive Illinois...

* maximum ef-scale rating: EF-2

* fatalities: none

* injuries: 3 minor

* begin time/location: 05/20/2013 1014 PM

* end time/location: 05/20/2013 1015 PM

* maximum estimated wind speed: 135 mph

* path length: approximately .20 mile

* maximum path width: 75 yards

* discussion/damage: preliminary survey results indicate a tornado
touched down in the downtown portion of Mount Olive and traveled
east. The damage path was 4 blocks long and ranged from 50-75
yards wide. The second story of a brick building was blown
off... large sections of several roofs were blown 2 blocks to the
north... a historic 2 story home had the roof blown off... and
windows were blown out of several homes and businesses.

This preliminary information was determined by a National
Weather Service survey team and is subject to change pending
final review of the event and publication in National Weather
Service storm data.

This information can also be found on our website at
www.Weather.Gov/lsx. More information will be available at
a later date when surveys have been completed.

For reference... the Enhanced Fujita scale classifies tornadoes
into the following categories:

EF0... wind speeds 65 to 85 mph
EF1... wind speeds 86 to 110 mph
