* Hazard types... freezing rain... sleet... and snow.

* Ice accumulations... a glaze of ice possible.

* Snow accumulations... 2 to 3 inches possible.

* Timing... after midnight into Thursday.

* Impacts... untreated roads and sidewalks could become snow and
ice covered. Snow and ice could cause downed tree limbs and
power outages.

Precautionary/preparedness actions...

A Winter Weather Advisory means that periods of snow ... sleet...

this includes the cities of... Grundy... Davenport...
Dickenson County in Virginia...
this includes the cities of... John Flannagan Lake... Haysi...
Clintwood... Breaks Interstate Park...

* until 130 am EST Thursday

* at 132 PM EST rain and snow melt has caused streams, creeks and
rivers to run full. More rain is expected over the area and
flooding can be expected later this afternoon and this evening.

A Flood Warning means that flooding is imminent or has been reported.
All interested parties should take necessary precautions immediately.

Precautionary/preparedness actions...

Most flood deaths occur in automobiles. Never drive your vehicle into
areas where the water covers the roadway. Flood waters are usually
deeper than they appear. Just one foot of flowing water is powerful
enough to sweep vehicles off the Road. When encountering flooded
roads make the smart choice... turn around... dont drown.

Excessive runoff from heavy rainfall will cause elevated levels on
small creeks and streams... and ponding of water on country roads and
farmland along the banks of creeks and streams.

The Flood Watch means the potential for additional flooding
continues.

You should monitor later forecasts and be alert for possible
flood warnings. Those living in areas prone to flooding should be

... Special Weather Statement for Vinton and Jackson counties in
southeast Ohio... and Buchanan and Dickenson counties in Virginia
until 200 PM EST Wednesday...

At 752 am EST... very heavy rain coupled with snow melt will cause
streams and creeks to rise and cause minor water problems.

This rain and snow melt will cause water to pond on roads and
quickly fill roadside ditches and small streams.

Excessive runoff from heavy rainfall and snow melt will cause
elevated levels on small creeks and streams... and ponding of water
on country roads and farmland along the banks of creeks and streams.

Do not drive your vehicle into areas where the water covers the
roadway. The water depth may be too great to allow your car to cross
safely. Move to higher ground.
