* until 1245 PM CDT Wednesday

* at 645 am CDT... local law enforcement officials reported flash
flooding with water rescues ongoing across the warned area.

This is a flash flood emergency. This is a particularly dangerous
situation. Seek higher ground now! Stay away from flood waters!

* Some locations that will experience flooding include...
Decorah... Waukon... Cresco... Lansing... Postville... Calmar...
Ossian... Elma... New Albin... Lawler... Spillville... Fort Atkinson...
Harpers Ferry... Ridgeway... Protivin... Jerico... Hardin...
Alta Vista... Castalia and Waterville.

Precautionary/preparedness actions...

Move to higher ground now. This is an extremely dangerous and
life-threatening situation. Do not attempt to travel unless you are
fleeing an area subject to flooding or under an evacuation order.

Turn around... don't drown when encountering flooded roads. Most flood

the Flood Warning continues for
the upper Iowa river at Decorah.
* From this morning until further notice.
* At 5:45 am Wednesday the stage was 13.2 feet.
* Flood stage is 12.0 feet.
* Moderate flooding is occurring and major flooding is forecast.
* Impact... at 14.0 feet... major flooding may occur outside the areas
protected by the levee.

... The Flash Flood Warning remains in effect until 700 am CDT for
Allamakee and Winneshiek counties...

At 508 am CDT... local law enforcement reported flooding across
Allamakee and Winneshiek counties. Serious flooding is occurring
across parts of the County. This includes Spillville and between
Decorah and Waukon. Some homes have been flooded with water rescues
ongoing.

In addition... mud slides are occurring in steep terrain areas. The
mud slide can consist of rock... mud... vegetation and other loose
materials.

Some locations that will experience flooding include...
Decorah... Waukon... Lansing... Postville... Calmar... Ossian...
New Albin... Spillville... Fort Atkinson... Harpers Ferry... Ridgeway...
Hardin... Castalia... Waterville... Jackson Junction... Bluffton...
Village Creek... Burr Oak...
State Road 9 and County x 20 and harvest farm campground.

Precautionary/preparedness actions...

Turn around... don't drown when encountering flooded roads. Most flood
deaths occur in vehicles.

Avoid these areas if possible. Be alert for washed out roads which
are especially difficult to spot while driving.

* Flood Warning for
the upper Iowa river at Bluffton.
* From this morning to this evening.
* At 3:45 am Wednesday the stage was 12.1 feet.
* Flood stage is 14.0 feet.
* Minor flooding is forecast.
* Forecast... rise above flood stage by this morning and continue to
rise to near 14.8 feet by today. The river will fall below flood
stage by today.
* Impact... at 14.2 feet... water GOES over the Road near Bluffton
