Flash Flood Warning
Issued: 4:04 AM CST Feb. 23, 2018 – National Weather Service

... The Flash Flood Warning remains in effect until 815 am CST for
Franklin... wood... Upshur... Morris... Titus and Camp counties...

At 402 am CST, Doppler radar indicated heavy rain across the warned
area. Flash flooding is likely ongoing at this time across
portions of the region.

Some locations that will experience flooding include...
Mount Pleasant, Gladewater, Gilmer, Mineola, Pittsburg, Winnsboro,
Hagansport, Leesburg, Mount Vernon, Daingerfield, Quitman, Lone Star,
Naples, Big Sandy, Hawkins, Ore City, Omaha, East Mountain, Cason and
US 259 and I 30 intersection.

Precautionary/preparedness actions...

Turn around, don't drown when encountering flooded roads. Most flood
deaths occur in vehicles.

Be especially cautious at night when it is harder to recognize the
dangers of flooding.

Please report flooding to your local law enforcement agency when you
can do so safely.

The Flood Warning continues for
the White Oak creek near Talco.
* Until further notice... or until the warning is cancelled.
* At 7:15 PM Thursday the stage was 18.7 feet.
* Minor flooding is occurring and minor flooding is forecast.
* Flood stage is 16.0 feet.
* Forecast... the river will continue rising to near 18.9 feet by
tomorrow evening then begin falling.
* Impact... at 19.0 feet... expect considerable lowland flooding with
some secondary roadways inundated. Ranchers that have cattle and
equipment near the creek should move them to higher ground.

... The Flood Warning extended until further notice... the Flood
Warning continues for
the Sulphur river below Talco.
* Until further notice... or until the warning is cancelled.
* At 6:45 PM Thursday the stage was 26.8 feet.
* Moderate flooding is occurring and moderate flooding is forecast.
* Flood stage is 20.0 feet.
* Forecast... the river will continue to fall to a stage of 26.1 feet
by Saturday morning.
* Impact... at 27.0 feet... expect moderate flooding of lowland areas
with some secondary roadways closed. All cattle and equipment
nearby the river should be moved to higher ground.

... Flash Flood Watch now in effect through Friday evening...

The Flash Flood Watch is now in effect for

* portions of Arkansas, Louisiana, southeast Oklahoma, and
Texas, including the following areas, in Arkansas, Columbia,
Hempstead, Howard, Lafayette, Little River, Miller, Nevada,
Sevier, and Union. In Louisiana, Bienville, Bossier, Caddo,
Caldwell, Claiborne, De Soto, Grant, Jackson, La Salle,
Lincoln, Natchitoches, Ouachita, Red River, Sabine, Union,
Webster, and Winn. In southeast Oklahoma, McCurtain. In Texas,
Angelina, Bowie, Camp, Cass, Cherokee, Franklin, Gregg,
Harrison, Marion, Morris, Nacogdoches, Panola, Red River,
Rusk, Sabine, San Augustine, Shelby, Smith, Titus, Upshur, and
wood.

* Through late Friday night.

* Periods of moderate to heavy rainfall with storms repeatedly
moving over the same areas will be possible. Additional rainfall
amounts of one to three inches, with isolated higher amounts
will be possible, especially in the I 30 corridor and
surrounding areas. Elsewhere, coverage of storms will be more
scattered, but any storms that develop will be capable of
producing flash flooding due to already saturated soils and full
creeks and bayous.

* Flash flooding of roads, low lying, and poor drainage areas
will be possible. If you encounter flash flooding while
driving your vehicle, remember to turn around, don't drown.

Precautionary/preparedness actions...

A Flash Flood Watch means that conditions may develop that lead
to flash flooding. Flash flooding is a very dangerous situation.
Be prepared to take action should flash flood warnings be issued.
