Special Statement
Issued: 11:42 PM CDT Aug. 29, 2016 – National Weather Service

... Heavy rain and localized flooding possible through mid week
across the Texas South Plains region...

A very moist airmass will persist and bring with it the risk for
additional rounds of heavy rainfall and localized flooding through
at least Wednesday. Rainfall totals of one to three inches are
possible for many areas on The Caprock as well as the northern
part of the rolling plains. However isolated downpours may result
in several inches or more within an hour or two. The area with the
greatest threat for heavy rainfall and flooding will be the
western part of the Texas South Plains. Poorly defined focusing
will preclude a higher risk at this time.

Be mindful of extremely heavy rainfall and the suddenness with
which flooding can develop. Move away from flood waters and find
other routes to avoid flooded roadways.
