locally dense...

Areas of fog are expected to develop overnight across the region.
Some of the fog may become locally dense and reduce visibilities
to one quarter of a mile at times. This will result in hazardous
driving conditions which may linger into part of the Tuesday
morning rush hour. Motorists should drive with extra caution
overnight into early Tuesday morning and be prepared for rapidly
changing visibility.
