929 PM EDT sun Jul 23 2017

... Flash Flood Watch remains in effect through Monday morning...

The Flash Flood Watch continues for

* portions of central New York and northeast Pennsylvania,
including the following areas, in central New York, Broome,
Chemung, Chenango, Cortland, Delaware, Otsego, Sullivan,
Tioga, and Tompkins. In northeast Pennsylvania, Bradford,
Lackawanna, Luzerne, northern Wayne, Pike, southern Wayne,
Susquehanna, and Wyoming.

* Through Monday morning

* bands of showers and thunderstorms, some with very heavy rain,
are organizing this evening over the watch area. Rainfall rates
of 1 to 2 inches per hour are likely in the more intense
activity, with total overnight rainfall of up to 2 to 3 inches,
and locally higher. Given already saturated ground conditions,
the threat of flash flooding will continue, especially for the
southern tier of New York into the western Catskills, as well as
all of northeast Pennsylvania.

* Most favorable areas for flash flooding are the poor drainage
areas in and around urban locations, and the sensitive areas
that have recently received heavy rain and experienced
flooding.

Precautionary/preparedness actions...

A Flash Flood Watch means that conditions may develop that lead
to flash flooding. Flash flooding is a very dangerous situation.

You should monitor later forecasts and be prepared to take action
should flash flood warnings be issued.
