* until 900 PM EDT

* at 459 PM EDT, Doppler radar and automated rain gauges indicated
heavy rain falling across the warned area. Up to one inch of rain
has already fallen. Flash flooding is expected to begin shortly.

* Some locations that will experience flooding include...
Athens, Marietta, Nelsonville, New Lexington, Glouster,
McConnelsville, McArthur, Beverly, Shawnee, Chesterhill, Lake Hope
State Park, Crooksville, Chauncey, New Straitsville, Malta,
Corning, Buchtel, Lowell, Stockport and Jacksonville.

Additional rainfall amounts of 1 to 2 inches are possible in the
warned area.

In hilly terrain there are hundreds of low water crossings which are
potentially dangerous in heavy rain. Do not attempt to cross flooded

The Flash Flood Watch continues for

* portions of northeast Kentucky, southeast Ohio, southwest
Virginia, and West Virginia, including the following areas, in
northeast Kentucky, Boyd, Carter, Greenup, and Lawrence KY. In
southeast Ohio, Athens, Gallia, Jackson OH, Lawrence OH,
Meigs, Morgan, Perry, Vinton, and Washington. In southwest
Virginia, Buchanan and Dickenson. In West Virginia, Barbour,
Boone, Braxton, Cabell, Calhoun, Clay, Doddridge, Gilmer,
Harrison, Jackson WV, Kanawha, Lewis, Lincoln, Logan, Mason,
McDowell, Mingo, northwest Fayette, northwest Nicholas,
northwest Pocahontas, northwest Raleigh, northwest Randolph,
northwest Webster, Pleasants, Putnam, Ritchie, Roane,
southeast Fayette, southeast Nicholas, southeast Pocahontas,
southeast Raleigh, southeast Randolph, southeast Webster,
Taylor, Tyler, Upshur, Wayne, Wirt, wood, and Wyoming.

* Through late tonight

* in general, 1 and a half to 3 and a half inches of rain is
possible across the watch area, with locally heavier amounts,
as the remnants of Tropical Depression Cindy combine with a
cold front dropping in from the northwest.

* Timing will have the heaviest band of rain, associated with the
remnants of Cindy riding up along an east southeastward moving
cold front, over southeast Ohio and northwest West Virginia this
afternoon and then shift southeastward across the entire area
later this afternoon and tonight, ending early Saturday morning

A Flash Flood Watch means that conditions may develop that lead
to flash flooding. Flash flooding is a very dangerous situation.

You should monitor later forecasts and be prepared to take action
should flash flood warnings be issued.

At 557 PM EDT, strong thunderstorms were clustered over Jackson,
moving east at 35 mph.

Winds in excess of 40 mph are possible with these storms.

Locations impacted include...
Parkersburg, Marietta, Belpre, Jackson, Wellston, St. Marys, Pomeroy,
Oak Hill, Albany, Coolville, Rutland, Forked Run State Park, Vienna,
Williamstown, Mason, Belmont, Mineralwells, Washington, Tuppers
Plains and Lubeck.

This includes the following highways...
Interstate 77 in West Virginia between mile markers 162 and 186.
Interstate 77 in Ohio near mile marker 1.
Route 50 in West Virginia between mile markers 1 and 26.

Torrential rainfall is also occurring with these storms, and may
cause localized flooding. Do not drive your vehicle through flooded
roadways.

In hilly terrain there are hundreds of low water crossings which are
