* until 100 PM CDT Friday.

* At 1256 PM CDT, over the past 24 hours 3 to 7 inches of rain fell
across the warned area. This has caused widespread water over
roads and highways causing closures as well as very swollen creeks
and streams. Many area rivers will rise to moderate to potentially
major flood stages. The water will recede slowly so many locations
may still see water on roads into the evening and night time hours.

* Some locations that will experience flooding include...
Sioux Falls, Yankton, Worthington, Spencer Iowa, Vermillion, Sioux
Center, Orange City, Sheldon, Spirit Lake, Luverne, Windom,
Pipestone, Jackson Minnesota, Canton, Sibley, Rock Rapids,
Hawarden, Slayton, Beresford and Parker.

Light to moderate rainfall will gradually decrease across the area
through the afternoon. By late afternoon much of the rain will have
dissipated.

Precautionary/preparedness actions...

Turn around, don't drown when encountering flooded roads. Most flood
deaths occur in vehicles.

Excessive runoff from heavy rainfall will cause flooding of small
creeks and streams, country roads, farmland, and other low lying
spots.

In hilly terrain there are hundreds of low water crossings which are
potentially dangerous in heavy rain. Do not attempt to cross flooded
roads. Find an alternate Route.
