* what... snow is occurring across East Texas, portions of deep
East Texas, northern and portions of central Louisiana, portions
of southeast OK and southwest Arkansas. Locations still
receiving rain should experience a transition to snow during the
next few hours. Plan on difficult travel conditions today.
Additional snow accumulations of 1 to 3 inches are expected. The
combination of very cold air and strong north winds will cause
wind chill values to fall into the single digits early this
morning through noon. Tonight, temperatures will plummet into
the lower to middle teens and a light northerly wind will cause
wind chills to bottom out into the single digits.

* Where... portions of south central Arkansas, southwest Arkansas,
northwest Louisiana and northeast Texas for the Winter Storm
Warning. Portions of southeast Oklahoma, southwest Arkansas,
East Texas, deep East Texas and northwest Louisiana for the Wind
Chill Advisory. All of the four-state region will be affected by
the Wind Chill Advisory tonight.

* When... for the Winter Storm Warning and wind chilly advisory,
until noon today. For the Wind Chill Advisory tonight, from 8 PM
this evening through 10 am tomorrow.

* Additional details... look for significant reductions in
   visibility due to snow at times. The cold wind chills will
   cause frostbite in as little as 30 minutes to exposed skin.

Precautionary/preparedness actions...

A Winter Storm Warning for snow means severe winter weather
conditions are occurring. If you must travel, keep an extra
flashlight, food and water in your vehicle in case of an
emergency. The latest Road conditions for the state you are
calling from can be obtained by calling 5 1 1.

A Wind Chill Advisory means that cold air and the wind will
combine to create low wind chills. Frost bite and hypothermia can
occur if precautions are not taken. Make sure you wear a hat and
gloves.

CST Wednesday...

The National Weather Service in Shreveport has issued a hard
freeze warning, which is in effect from 8 PM this evening to
10 am CST Wednesday.

* Event... north to northwest wind speeds of 15 to 20 mph with
gusts of around 25 mph. Additionally tonight, temperatures will
plummet into the lower to middle teens resulting in hard freeze
criteria.

* Timing... now until 9 am and thereafter wind speeds are expected
to gradually diminish. Temperatures will fall into the teens a
few hours after sunset through mid-morning tomorrow.

* Impact... rough chop on area lakes will create hazardous boating
conditions. Take care to cover exposed pipes and bring pets
indoors.

Precautionary/preparedness actions...

A lake Wind Advisory indicates that winds will cause rough chop
on area lakes. Small boats will be especially prone to capsizing.

A hard freeze warning means sub-freezing temperatures are
imminent or highly likely. These conditions will kill crops and
other sensitive vegetation.
