southwestern San Miguel County in northeastern New Mexico...
northeastern Torrance County in central New Mexico...

* until 915 PM MDT

* at 710 PM MDT... National Weather Service Doppler radar indicated
heavy rain due to thunderstorms extending along a line from Ribera
southward toward Encino. Up to an inch of rain on already
saturated soils may result in increased runoff and minor flooding
of arroyos and local roads... including State Highway 3.

* Locations impacted include...
Encino... Villanueva... Tecolote... Villanueva State Park... Ribera...
North San Ysidro... Tecolotito... Chapelle...
South San Ysidro and Milagro.

This includes the following highways...
Interstate 40 between mile markers 222 and 248.
