Tuolumne... western Kern... southwestern Mariposa... southwestern Madera
and western Tulare counties...

At 1118 am PST, Doppler radar indicated heavy rain along a cold
front moving through the South Valley. The heaviest rain was
entering western Kern County where radar estimated 2 to 4 tenths of
an inch per hour. This will likely cause Urban and Small Stream
flooding in the advisory area.

Some locations that will experience flooding include...
Bakersfield, Visalia, Tulare, Porterville, Hanford, Delano, Wasco,
Corcoran, Lemoore, and Arvin.

* winds... west winds 20 to 30 kt with gusts to 40 kt are
expected when winds are strongest.

* Seas... combined seas of 20 to 26 feet with periods around 17
seconds are expected when waves are largest.

A Gale Warning means winds of 34 to 47 knots are imminent or
occuring. Operating a vessel in gale conditions requires
experience and properly equipped vessels. It is highly
recommended that mariners without the proper experience seek safe

A Small Craft Advisory means that hazardous sea conditions will
exist for small craft. Inexperienced mariners... especially those
operating smaller vessels should avoid navigating in these
conditions.
