Weather Underground Forecast for Monday, May 20, 2013.

Heavy rains and severe thunderstorm activity will continue for areas of the Plains into the Midwest on Monday as a broad, nearly stationary low sits over the Northern Plains. As the system lingers, ample moisture and energy will stream northward from the Gulf of Mexico, while an associated cold front extends from the low into Iowa and back across the Central and Southern Plains. The sharpening cold front combined with a dry line in the Southern Plains and the moisture laden conditions of the region will allow for multiple clusters of thunderstorms to develop across the Plains and into the Mid-Mississippi Valley. Portions of Oklahoma, southeastern Kansas, extreme, northwestern Arkansas, an southwestern Missouri are at moderate risk of severe thunderstorm activity as environmental conditions remain favorable for strong tornadoes, damaging wind gusts, and very large hail. Areas surrounding this moderate risk region from the parts of the southwestern Texas into the Upper Great Lakes are at slight risk of severe thunderstorm development with hail and isolated tornadoes.

Meanwhile, areas of heavy rain and widely scattered showers will persist near the low and it's associated warm front in portions of the north-central U.S. Continued precipitation in these already saturate areas combined with rapid runoff will continue flood concerns from parts of North Dakota into northwestern Wisconsin.

Elsewhere, scattered showers and thunderstorms are expected in the Mid-Atlantic and southeastern corner of the nation as a weak upper trough of low pressure drops southward over the region. Locally heavy rain amounts of up to 2 inches may result in areas of minor flooding, especially in poor drainage areas. To the north, additional showers will be possible in the Northeast.

... Flash Flood Watch in effect from 7 PM CDT this evening through
Tuesday evening...

The National Weather Service in Tulsa has issued a

* Flash Flood Watch for portions of Arkansas and Oklahoma...
including the following areas... in Arkansas... Benton...
Carroll... Crawford... Franklin... Madison... Sebastian and
Washington. In Oklahoma... Adair... Cherokee... Delaware...
Haskell... Latimer... Le Flore... Mayes... McIntosh... Muskogee...
Okfuskee... Okmulgee... Ottawa... Pittsburg... Sequoyah and
Wagoner.

* From 7 PM CDT this evening through Tuesday evening

* showers and thunderstorms will develop this afternoon and become
more widespread during the evening and overnight hours across
eastern Oklahoma and western Arkansas. Additional showers and
thunderstorms will be likely on Tuesday. Widespread rainfall
totals of 2 to 4 inches are possible in an area north of
Interstate 40 and south of Interstate 44 through Tuesday as
several rounds of thunderstorms affect the same areas. The
potential exists for a swath of much heavier rainfall of 5 to 8
inches within this area.

* The heavy rainfall may lead to localized flash flooding... and
could also cause rapid rises on creeks and small streams... and
may lead to mainstem river flooding as well.

Precautionary/preparedness actions...

A Flash Flood Watch means rapidly rising water or flooding is
possible within the watch area.

If you are in the watch area... keep informed... and be ready for
quick action if flash flooding is observed or if a warning is
issued.

... Review of severe weather safety rules...
an outbreak of severe thunderstorms is expected across portions of
eastern Oklahoma and northwest Arkansas later today. Residents across
the region should monitor this situation very closely. Watches and
warnings will likely be issued later today. Here are some safety
rules to keep in mind when severe weather is expected or is
occurring.

Before severe weather strikes... ensure that you and your family
are fully prepared. In a home or building have a pre-designated
shelter... such as a basement or an interior room or hallway.
Have on hand a disaster supply kit... including a NOAA Weather
Radio... flashlight... radio and a good supply of batteries.

If a severe thunderstorm or Tornado Warning is issued... seek shelter
indoors immediately. A severe thunderstorm is defined as producing
quarter size or greater hail and wind gusts of 58 mph or more. In
extreme cases... severe thunderstorms can produce winds to near 150
mph and hail larger than grapefruits which can cause extensive
property damage.

Tornadoes often form very rapidly from severe thunderstorms. If
you are in a Tornado Watch... and a Severe Thunderstorm Warning is
issued for your area... monitor local conditions closely and be
ready to take quick action to save your life.

Remember that lightning is a thunderstorms most underrated killer.
Postpone outdoor activities if thunderstorms are imminent. This
is the best way to avoid being caught in a dangerous situation.
Automobiles offer good protection from lightning... although moving
indoors is best. Even inside... lighting can kill by coming through
the phone lines... plumbing and electric lines. Therefore do not
use computers... telephones or other hand held appliances during a
storm.
